Born on October 20th, 1933 in Korea, he devoted his life to promoting greater mutual respect, understanding and cooperation through cultural and educational exchange and professional collaboration. Dr. Yoo first came to Hawai'i in 1965 to pursue graduate studies at University of Hawai'i. He returned to Korea to assume his post as Deputy Director of Fulbright Commission. More than 12,000 students, teachers and nurses from various countries in the Asia Pacific region attended CAPE and APC programs for language studies, nursing education, and cross-cultural training.
